City receives state award for compliance, reporting - Delphos Herald

DELPHOS — Delphos City Council met in regular session Monday evening for the first meeting of the month of October, addressing a light agenda.

Joe Braden, the West Regional liaison for the office of Ohio Auditor of State Keith Faber addressed council and presented an award to the City of Delphos, citing excellence in financial reporting to the state in accordance with generally accepted accounting principles and compliance with applicable laws for the fiscal year ending 2021.

Braden noted that the award to Delphos is representative of a very select group of entities honored, statewide. Among the attributes required for the reward included timely submission of all reports, including ethics, bank reconciliation issues, data on all public meetings and no inconsistencies with financial or other related concerns. The award cites the collective hard work of all City of Delphos employees for their fiscal integrity, especially noting Auditor Adam Kayser and assistant Julie Fish.

Joe Rocca, local American Electric Power Customer Service Representative in the Delphos area, also briefly addressed council indicating that the electric power provider will focus locally on the installation of additional vehicle charging stations in the future, as well as planned conversion of public street lighting and privately owned street lighting from current mercury vapor style fixtures to LED model lighting, which is more cost effective, has a longer life span and provides a greater degree of lighting, as well as “smart meters” to self report if a fixture has gone out. Rocca indicated that securing control units is the present hold up the firm is dealing with prior to rolling out the light fixture update program.

The Finance Committee met prior to the full council session, completing an overview of agenda through the balance of the year with the goal of achieving a temporary budget for the city calendar year 2023 by December. The Finance Committee will continue this process with department head meetings through the next two months.

Safety Services Director Jamie Mahaffie advised council that the Dollar General Corporation was provided clarification that the city did turn down the proposed “expedited annexation” agreement with Washington Township in September affecting a Dollar General Store considered for construction adjacent to the west edge of the city along Lincoln Highway; further that this action did not preclude the corporation from filing a general annexation proposal, an action which requires a greater time line to complete. Mahaffie further noted that he had not received any additional reply from Dollar General on the subject at this point.

Council addressed a short legislative agenda, providing for account fund transfers to meet expense obligations. and approved the Monthly Fiscal Income Tax and Revenue/Expenditure Report.
